The Finance Department is responsible for duties crucial to efficient and effective delivery of local government services. While many of these functions take place behind the scene, they are fundamental to the smooth operation of other departments.
The City Budget is prepared annually by staff, and is approved by the Governing Body. The goal of the City's Adopted Budget is to evaluate and direct City departments, helping them make strategic decisions regarding resource allocation, program evaluations, financial management, and long-range planning.
New Financial Policy Effective November 17, 2025
What's Happening:
- The U.S. Treasury has announced the end of the penny production.
- Existing pennies remain legal tender; you can still use them until they naturally phase out.
- Too expensive to make - each penny costs around 4 cents to produce.
- Declining use - most pennies sit in jars or drawers instead of circulating.
- Cash totals may round to the nearest 5 cents once pennies row low. For example. $10.02 round to $10.00, $10.03 rounds to $10.05.
- Card and digital payments still calculate exact amounts.
Local banks have stopped selling pennies to our organization, causing a change in policy. The follow policy will be put into place effective November 17, 2025:
- Utility Billing - When paying utility bills with cash, if exact change is not provided, the total cash transaction will be rounded to the nearest five cents when pennies are unavailable.

- If the total due is $1.03, the amount collected will be $1.05.
- The additional $0.02 will be credited to your utility account and applied toward your next billing cycle.
- All Other Forms of Payment - If exact change is not provided, the total will be rounded to the nearest five cents ($0.05) when pennies are unavailable.
- Non-cash payments (such as credit, debit, or digital transactions) will not be rounded, as these payment methods can still process amounts due to the exact cent.
